A small red plastic tube is connected to something that looks like a handheld flashlight; it’s placed in a small basin against the wall, and there is water in the basin. What is this used for?
The rubber hose at the torch end of the TIG welding machine is used to convey the argon gas coming from the machine; the basin is likely used to test the sealing effectiveness of the connections. What you described as looking like a searchlight is probably the automatic wire feed system
The basin holds a small submersible pump that supplies cooling water to the welding torch; the other one is connected to the gas cylinder and delivers argon gas
