Hole machining method for φ0.15 or 0.2

There is a project that requires the creation of flow control orifice plates with an aperture size of 0.15mm or 0.2mm, with tolerances of ±0.02mm; the surface finish of these holes should be 0.08. Our factory does not have drills capable of making holes smaller than 0.35mm. I would like to know where it is possible to manufacture such small holes – it seems that the laser method isn’t feasible for this purpose.

Why doesn’t a laser work? Is the plate thickness too low?
