What are the two 90-degree small holes on the flange for?

As shown in the figure, there are two 90° small holes on the flange. I’m a newcomer to the job, and I was hoping that those who are more experienced could tell me what purpose these two holes serve. Thank you so much!
This is supposed to be called a water line; it’s used to improve the sealing effect. It’s not a hole, but rather a ring-shaped element

Then it’s not a hole; it’s the sealing water line mentioned on the 4th floor, a ring-shaped groove.

Yes, that’s what you see in the cross-section view. By the way, have you never seen a flange, OP?
