According to China Petroleum Network (reporter: Xue Jingwen), on January 7, the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the Data Administration jointly issued the \"Implementation Opinions on the Special Action of ‘Artificial Intelligence + Manufacturing’\" (hereinafter referred to as the \"Implementation Opinions\"). The aim is to accelerate the integration of artificial intelligence technologies in the manufacturing sector, foster new forms of productive capacity, and provide comprehensive, in-depth, and high-level support for the development of a new type of industrialization. The Implementation Guidelines state that by 2027, China’s key core artificial intelligence technologies should be available in a safe and reliable manner, with the industry’s scale and its capacity to drive innovation ranking among the highest in the world. Specific goals include: promoting the in-depth application of 3 to 5 general-purpose large models in the manufacturing sector, in order to develop industry-specific large models that cover all areas ; Create 100 high-quality datasets in the industrial sector, and promote 500 typical application scenarios ; Cultivate 2 to 3 ecosystem-leading enterprises with global influence and a number of specialized, innovative small and medium-sized enterprises; develop a group of application service providers who understand intelligence technologies and are familiar with relevant industries; and identify 1,000 model enterprises ; Build a globally leading open-source and open ecosystem to comprehensively enhance security governance capabilities. The \"Implementation Guidelines\" identify seven key tasks: laying a foundation for innovation, enhancing intelligence through upgrades, achieving breakthroughs in product development, fostering key enterprises, expanding the ecosystem, ensuring security, and promoting international cooperation. It also details 21 specific measures, including strengthening the supply of artificial intelligence computing power, developing high-quality industry models, carrying out initiatives aimed at \"model resonance,\" driving intelligent upgrades in key sectors, promoting the evolution of smart equipment, accelerating the upgrading of smart devices, creating new business models based on intelligent agents, nurturing enterprises at different stages of development, fostering application service providers, strengthening standard-setting, promoting openness and transparency, enhancing talent development, improving security capabilities, and establishing platforms for international cooperation. Furthermore, the \"Guidelines for Leveraging Artificial Intelligence to Drive Transformation in Key Industries of the Manufacturing Sector\", which is an attachment to the \"Implementation Opinions\", calls for efforts to improve the quality and efficiency of the petrochemical industry, to accelerate the integration of artificial intelligence with research and development in new materials, and to promote the intelligent management of power equipment throughout its lifecycle. The attached document, “Guidelines for the Use of Artificial Intelligence in Manufacturing Enterprises,” provides guidance for companies on utilizing artificial intelligence in research and development, design, production, management, as well as for providing additional services.
