Pickling and passivation

Dear fellow sailors, I would like to ask: for jacketed equipment (with the jacket material being Q345R and the medium being steam), when should acid washing and passivation be carried out on the outer surface of the inner cylinder? Can the part covered by the jacket be exempted from such treatment? :handshake
Depending on the process requirements, the part that is covered should be the area through which steam passes
The jacket is made of carbon steel, while the inner tube is made of stainless steel
