Anti-corrosion resin does not solidify after painting

In the newly built underground regulating pool of the sewage station, after making a polypropylene cloth waterproof layer, we also made a layer of cement mortar cushion. On this cushion, we made a resin anti-corrosion layer of 5 cloths and 7 oils. Now after the resin is applied, there is a phenomenon that it does not solidify or even flows down. The partially solidified anti-corrosion layer also cracks. The overall environment of the pool is relatively humid due to outdoor rain. Now I want to know whether the humid environment will cause the resin anti-corrosion layer to not solidify.
It feels like the surface is dry but the inside is dry. Maybe there is something wrong with the curing agent.
The ratio of curing agent is wrong. The underground pool must be ventilated during construction.
