The technical renovation project for the syngas production facility at Zibo Qilu Yihua has been selected as part of Shandong’s second batch of major projects aimed at transforming old industrial models into new ones. Recently, the Office of the Leading Group for the Development of Shandong’s Comprehensive Pilot Zone for Transforming Old Industrial Models into New ones issued a notice announcing the list of projects selected from the second batch of major projects for this transformation in 2020; a total of 127 projects were included in this list. The list includes 9 high-end chemical projects: 1. Qingdao Gulf Chemical Co., Ltd.’s 3×75,000 tons per year green circular economy project for epichlorohydrin (Phase I); 2. Qingdao Stedray Disinfection Technology Co., Ltd.’s project for the production of green disinfectants and cleaners; 3. Zibo Qilu No.1 Chemical Plant’s technical upgrade project for its syngas production facility with a capacity of 45,000 Nm3/h; 4. Yantai Jinkun New Materials’ project for processing 10,000 tons per year of used lithium battery cathode materials; 5. Yantai Wanhua Chemical Group’s project for producing 480,000 tons per year of bisphenol A; 6. Shandong Changyi Haineng Chemical Co., Ltd.’s project to relocate its epichlorohydrin production facility with a capacity of 80,000 tons per year, while also producing 80,000 tons per year of epichlorohydrin; 7. Shandong Guobang Pharmaceutical Co., Ltd.’s Guobang Health Industrial Park project; 8. Weifang Yaxing New Materials Co., Ltd.’s project for producing 50,000 tons per year of CPE; 9. Shandong Genyuan’s project to build a new facility for producing 50,000 tons per year of 1,3-cyclohexanedione. The notice requires that projects under continuation should see accelerated construction efforts to ensure they are completed and put into operation as soon as possible; new projects should speed up their preliminary preparations and make every effort to meet the conditions necessary for commencement, so that all of them can start operations within the current year. The notice calls for increased support for the key elements required for high-priority projects, further improvement of the mechanism that ensures these elements are provided alongside the projects themselves, differentiated and targeted supply of production factors, greater efforts to utilize existing resources and tap their potential, encouragement of the use of standardized land supply methods, and improved efficiency in resource allocation. Strengthen the coordination among projects, governments, and banks, and make effective use of the funds for the transition from old to new drivers of growth.
