In Shandong Province’s list of high-energy-consuming project categories, such projects mainly fall into six sectors with high energy consumption, including the processing of petroleum, coal, and other fuels; the manufacturing of chemical raw materials and chemicals; the production of non-metallic mineral products; the smelting and rolling of ferrous metals; the smelting and rolling of non-ferrous metals; and the production and supply of electricity and heat. These industries are explicitly included in the category of high-energy and high-emission projects due to their high energy consumption and high emissions. However, urea projects that do not include ammonia synthesis units fall outside the scope of the two high-emission projects listed above.
