Recently, Inner Mongolia Tianrun Fertilizer Co., Ltd. plans to build an expansion facility in the Dalu Industrial Park in Zhungeer Banner, Ordos City, Inner Mongolia, with the goal of producing 300,000 tons of synthetic ammonia and 520,000 tons of urea per year; a public consultation regarding the environmental impact assessment for this project has been conducted. Project Background: Inner Mongolia Tianrun Fertilizer Co., Ltd. (hereinafter referred to as “Tianrun Fertilizer”) was established in 2006 and is a holding subsidiary of Inner Mongolia Nailun Group Co., Ltd. The company is located in the Dalu Industrial Park in Zhungeer Banner, Ordos City, and is a science and technology-based enterprise in the autonomous region. Leveraging the abundant coal resources in the Jungar region, it aims to establish a large-scale fertilizer production base using coal as raw material. Tianrun Fertilizer currently has a production facility capable of producing 300,000 tons of synthetic ammonia per year and 520,000 tons of urea per year. The existing project with an annual production capacity of 300,000 tons of synthetic ammonia and 520,000 tons of urea (hereinafter referred to as the “Tianrun Phase I Project”) was registered by the Development and Reform Commission of Inner Mongolia Autonomous Region in August 2005 under document number Nei Fa Gai Gong Zi No. 1070. In 2007, approval was granted for this project under document number Huan Shen No. 253, regarding the environmental impact assessment report for Inner Mongolia Nailun Group’s project with an annual production capacity of 300,000 tons of synthetic ammonia and 520,000 tons of urea. To facilitate the implementation and management of the project, the board of directors of Inner Mongolia Nailun Group Co., Ltd. decided to change the entity responsible for constructing the project from Inner Mongolia Nailun Group Co., Ltd. to Inner Mongolia Tianrun Fertilizer Co., Ltd. The Development and Reform Commission of Inner Mongolia Autonomous Region issued document number Nei Fa Gai Gong Han No. 364, approving this change in the project owner. Construction of the project began in 2009, and it was completed in May 2013. On May 14, 2013, the Environmental Protection Department of Inner Mongolia Autonomous Region approved the trial production of the project operated by Inner Mongolia Tianrun Fertilizer Co., Ltd., with an annual production capacity of 300,000 tons of synthetic ammonia and 520,000 tons of urea; full-scale production commenced in November 2013. Building on the Tianrun Phase I project, this initiative involves expanding the production capacity within the Phase I plant by 300,000 tons per year for synthetic ammonia and 520,000 tons per year for urea. As a result of this expansion, Inner Mongolia Tianrun Fertilizer Co., Ltd. will have a production capacity of 600,000 tons per year for synthetic ammonia and 1.04 million tons per year for urea. Project type: Renovation and expansion. Constructor: Inner Mongolia Tianrun Fertilizer Co., Ltd. Location of construction: Dalu Coal Chemical Industry Base, Zhungeer Banner. Land area: 18.45 hm2. Project investment: The total investment in the project amounts to 2,348.89 million yuan, with approximately 120 million yuan allocated to environmental protection measures, accounting for 5.1% of the total project investment. Working system: The production plant operates for 7,200 hours per year on a continuous basis, while the boiler system operates for 8,000 hours per year with a 3-shift system per day. Labor quota: 240 people. Production scale: This project uses local coal from Jungeer Banner, Inner Mongolia, as raw material, and employs coal slurry gasification technology to produce 300,000 tons per year of synthetic ammonia and 520,000 tons per year of urea, with sulfur being produced as a by-product.
