Design Review for Gansu Coal Chemical Project with Investment of 5.4 Billion Yuan Author/Source: Huahua Network – Coal Chemical Industry Date: 2021-07-14 Clicks: 48 On July 11, the Emergency Management Bureau of Baiyin City, Gansu Province, together with the High-Tech Branch of the same bureau, organized a meeting with relevant experts to review the design details related to the safety facilities for the Jingyuan Coal and Electricity Clean and Efficient Gasification and Comprehensive Utilization (Relocation and Transformation) Project. More than 30 people participated in the review, including Zhao Chenghui, deputy director of the Baiyin City Emergency Management Bureau; Shao Sihua, chief engineer of Jingyuan Coal Industry Group Company; evaluation experts; and designers from the Aerospace Engineering Company. At the meeting, the person in charge of Liuhua Chemical Company provided an overview of the project, its progress, and the key tasks planned for the next stage. The aerospace engineering company conducts analyses regarding the design criteria, the feasibility of construction, as well as the potential hazards and associated risk factors during the project’s construction and operation phases. It then presents a report to the expert group on the feasibility of the control measures intended to address these hazards. The Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Transformation) Project is a major project in Gansu Province as well as a key project in Baiyin City. It is located in the Yindong Industrial Park of Baiyin High-Tech Industrial Park, with a planned total investment of 542.5 billion yuan. The designed production capacity includes 2×300,000 tons of synthetic ammonia per year, 2×350,000 tons of urea, 100,000 tons of methanol, 216 million cubic meters of (H2+CO), 60,000 tons of melamine, 50,000 tons of urea solution, 50,000 tons of liquid CO2, and 2,500 tons of catalysts. The main components of the implementation include: production facilities such as storage and transportation of raw materials and fuel coal, two sets of powder coal gasification units, air separation plants, shift reactors, low-temperature methanol washing units, sulfur recovery systems, ammonia compression units, carbon dioxide compression units (for use in gasification and urea production respectively), liquid nitrogen washing units, syngas compression units, ammonia synthesis units, and urea production units (one newly built and one relocated); a set of PSA-based gas production units, melamine production units, urea solution production units, methanol production units (to be relocated and upgraded), and catalyst production units. The project also includes auxiliary infrastructure such as three 280-ton/hour circulating fluidized bed boilers (equipped with desulfurization and denitrification functions), systems for circulating water, chemical water treatment, wastewater treatment, reclaimed water reuse, and high-salinity water evaporation and crystallization for salt separation; as well as overall layout and transportation facilities (including a dedicated railway line to be connected from Yinguang Group and north-south logistics routes), storage and packaging facilities, power supply systems (including 110KV external power supply and on-site power supply), electrical distribution systems, telecommunications facilities, monitoring systems, water supply and drainage systems (including designs for connection to external pipelines and systems for discharging treated wastewater), heating systems, a central control room, office buildings, analysis and testing facilities, and gate and fence structures. Additionally, there are service facilities such as canteens, bathrooms, rest rooms, changing rooms, and areas for employees’ cultural and recreational activities.
