Bidding Conditions: This bidding project relates to the preparation of a feasibility study report and the design of construction drawings for reusing recycled water in the Huating Industrial Park, part of the Coal-to-Methanol Division of Gansu Huating Coal and Electricity Co., Ltd. The bidder is Huating Coal Industry Group Co., Ltd., and the funds for this project will come from the company’s own resources. The conditions for bidding are met, and therefore an open bid is now being called for this project. 2. Project Overview and Scope of Bidding 2.1 Project Name: Feasibility Study Preparation and Construction Drawing Design for Reuse of Wastewater in the Huating Industrial Park, by the Coal-to-Methanol Branch of Gansu Huating Coal and Electricity Co., Ltd. 2.2 Project Location: Huating City, Gansu Province 2.3 Bidding Method: Open bidding with post-qualification review 2.4 Project Overview and Scope of Procurement: 2.4.1 Project Overview Scale: The wastewater volume from the treatment plant in the Huating Industrial Park is 2,000 m3/day (85 m3/h), while that from the treatment plant in Huating City is 28,000 m3/day (1,166 m3/h). To make full use of the reclaimed water discharged from the wastewater treatment plants in the region, and in accordance with relevant standards and specifications, the existing facilities on site are not capable of handling the reclaimed water from the Huating Industrial Park Wastewater Treatment Plant and the Huating City Wastewater Treatment Plant; therefore, a reclaimed water reuse system needs to be installed to ensure efficient utilization of water resources. Scope of procurement: In accordance with the relevant requirements of the \"Regulations on the Depth of Engineering Design (2016 Edition)\\", on-site inspections and data collection will be carried out. Through accurate and scientific testing and computational analysis, the necessity and feasibility of reclaimed water reuse will be thoroughly discussed, various solutions will be proposed, and the optimal process route will be selected. The quality of the treated water must meet the requirements set by the tenderer for water intended for reuse (refer to the \"Design Code for Industrial Circulating Cooling Water Treatment\" (GB 50050-2017) regarding the water quality standards for reclaimed water used in open-loop circulating cooling water systems, as well as the \"Reuse of Urban Sewage Water – Water Quality for Industrial Use\" (GB/T 19923-2005)). A feasibility study report shall be prepared as a result. Scope of construction drawing design: It shall be carried out in strict accordance with the requirements of the \"Unified Regulations on the Content and Depth of Construction Drawings for Chemical Process Design\" HG/T20159-2009. The construction drawing design for the project includes all aspects of design related to the process system, civil engineering, equipment selection and layout, pipeline and pipe support design, control system design, etc. This includes PFDs, PIDs, equipment lists, electrical and instrumentation lists along with control specifications, equipment layout and piping diagrams, material lists, instrumentation data sheets, anti-corrosion schedules, water balance diagrams, and more. The preparation of the quantity list for construction tendering includes a list of individual works, a list of measure items, a list of other items, and a list of fees and taxes, to ensure the accuracy of the quantity list and to achieve a level of detail sufficient for conducting a construction tender. The deliverable documents shall comply with the Requirements for Quality of Deliverable Documents for Construction Cost Consulting (CECA/GC7-2012). Duration: The total duration of the project is 80 calendar days. The timeline for preparing the feasibility study report is 30 calendar days from the date on which the tendering authority notifies the start of work ; The design period for the construction drawings is 40 calendar days starting from the date when the feasibility study report is approved ; The preparation of the quantity list for construction tendering takes 10 calendar days. Other notes: The bidder shall strictly comply with **laws, regulations, and standard specifications during the design process, to ensure that the reclaimed water in the industrial park meets the water quality requirements specified in the procurement documents after treatment ; In addition, reasonable renovation plans are proposed for the problems that arise on site to ensure the safe production of the tenderer. To ensure the completeness of the design work and continuous improvement, the bidder shall cooperate with the review sessions and Q&A sessions during the construction drawing phase, carry out revisions, improvements, and optimizations to the construction drawing documents in accordance with the feedback from these reviews, and provide technical guidance and support. The technical guidance and services are provided throughout the entire process, from the start of the design work until the completion of the project’s final acceptance, including on-site design supervision, answering design-related questions, optimizing designs, participating in the review and resolution of major issues, assigning dedicated personnel for design coordination, and attending inspections at key stages as well as the final acceptance. 3. Qualification level requirements: Bidders must possess a qualification of Grade B or above for specialized design in environmental engineering (water pollution control projects), or a qualification of Grade B or above for specialized design in chemical engineering, or a qualification of Grade B or above for design in the chemical, petrochemical, and pharmaceutical industries, or a comprehensive Grade A qualification for engineering design. 2. Qualification and capability requirements: The project leader should hold a professional qualification as a registered environmental engineer or a registered water supply and drainage engineer, or possess a senior professional technical title in engineering. 3.
