Regarding the design temperature of pipelines

For general chemical logistics, the operating temperature is 10–15°C, while the design temperature for the pipelines is 65°C. What is the reason for this? (It’s a low-temperature material; there is a chilled water heat exchanger at the front end and storage tanks at the back end, and the pipelines are normally insulated.) 1. This temperature is not reached under normal operation; and if purge conditions are considered, 65°C is still too low. 2. Can the design temperature be set at 65°C for materials at normal temperatures below 65°C? 3. It is not ruled out that there was an error in the design filling; seeking guidance from the expert Hai Chuan
