General layout of the control room

The space available for the installation is too limited; it was only possible to arrange the outer axis of the control room within the red boundary lines. During the fire safety inspection, an outdoor fire staircase was added to the control room, which went beyond those boundary lines. Question: Is the overall layout of the control room in violation of regulations?
Generally, the building’s red line is determined based on the outer edge of the underground foundation. The fire stairs are attached to the building walls, and there should be a certain distance between them and the foundation. Could the design firm please adopt a design scheme that complies with the standard specifications, so that the fire stairs remain within the red line?
The control room has been designed, and the fire stairs were added later.
If you don’t want to change the interior design, you could consider adding a door on the exterior wall and installing an outdoor iron staircase. There is some space between the foundation line and the building’s exterior wall, which should be sufficient to fit an iron staircase.
