What is normal operation? Determine whether to start the pump for transfer after sampling? If the pump is shut down at the time of sampling, it seems that there is no liquid flow in this 8-inch pipeline; the previous liquid remains stored there ； Personal opinion, for reference only
If I were to do it, I would create a bypass directly between the pump’s suction inlet and the bottom valve of the tank (in other words, a short circuit at the pump’s suction inlet). This bypass would include a 1-inch ball valve, a tee, another ball valve, and yet another ball valve; no balancing is needed, as everything can be handled within the tee； The volume of the tee is determined by the sample size you use ； The sample taken is also re-injected into the system through a tee
This installation is fine; as long as the pump is running, there will be negative pressure at the pump inlet where the return flow occurs.
