Is a 150,000-ton C5 separation unit considered a large-scale project or a medium-scale project?

I’m seeking advice from those with more experience: Is a 150,000-ton C5 separation unit considered a large-scale project or a medium-scale one? How is this determined? This item isn’t included in the engineering design qualification standards. Thank you so much!
Applying the investment scale criterion: if the project investment exceeds 300 million, it is considered a large-scale project.
According to the classification criteria for qualifications, if classified as other chemical projects, it is done based on the engineering investment standards. What troubles me is why it has to be classified under other chemical projects?
Refining and chemical processing units are highly diversified, and it’s impossible to list them all. Moreover, in 2007, the technology for C5 separation was not capable of handling a scale of 150,000 tons; it was a by-product of minor significance.
