I have a question for the teachers: there is a petroleum storage facility project, and the owner specified in the project approval documents that it would be an asphalt storage facility, but in reality it is a gasoline storage facility; it was just approved as an asphalt storage facility. In actual design, should this be designed as an asphalt tank farm or as a gasoline tank farm? The owner definitely wanted it designed as a gasoline depot, but it was approved as an asphalt depot. The design must certainly be carried out in accordance with the approval documents for the project. If the design does not match what was approved, is the responsibility lying with the party responsible for the design?

There are many bases and conditions for carrying out design work; it’s not just the project approval documents. Therefore, the design institute only needs to carry out the design in accordance with the design requirements provided by the client and the terms of the contract. As for whether the project can start construction or whether it can be accepted upon completion, that is the client’s responsibility and has nothing to do with the design institute.
There should be a connection; the design basis includes the project initiation documents.
