I’ve been troubled lately by a question that I never considered to be an issue before: what exactly is a hazardous chemicals enterprise, and how can it be defined accurately? In many **documents, it is stated that \"hazardous chemicals enterprises must do XXX\", but the Work Safety Law specifies that it refers to \"units that produce, operate, or store hazardous materials\" (and of course, hazardous materials include hazardous chemicals). Can we then assume that what we call \"hazardous chemicals enterprises\" actually refers to those units that produce, operate, or store hazardous chemicals? ” So here comes the question: the \"Implementation Measures for Safety Production Licenses of Hazardous Chemicals Production Enterprises\", the \"Implementation Measures for Licenses for the Safe Use of Hazardous Chemicals\", and the \"Management Measures for Licenses for the Operation of Hazardous Chemicals\" – all three of these require the acquisition of licenses. Enterprises that are required by regulations to obtain such licenses can prove that they belong to that category of enterprises. But what about those enterprises that do not need to obtain licenses? For example, a textile company that needs to use hydrogen peroxide and sodium hydroxide – can it be considered a hazardous chemicals company? If so, what type does it fall under? Store? Manage? Use? But it seems like none of them belong. I searched through many documents and found a definition in the 【Notice from the Ministry of Emergency Management on Issuing the “Guidelines for Identifying and Addressing Safety Risks in Chemical Parks (Trial)” and the “Guidelines for Identifying and Addressing Safety Risks and Hazards in Hazardous Chemical Enterprises”】 (Emergency [2019] No. 78): 1.2 These guidelines apply to the work of identifying and addressing safety risks and hazards in enterprises that are involved in the production, operation, or use of hazardous chemicals (hereinafter referred to as enterprises); other chemical enterprises should follow these guidelines as well. Note: Pay close attention to the term \"license-issuing enterprise\"; in other words, a hazardous chemicals enterprise refers to an enterprise that is licensed to produce, operate, or use hazardous chemicals, while those that do not require such licensing are not considered hazardous chemicals enterprises. Right? Can someone answer this? Also, what is a chemical manufacturing enterprise? What is a definition? There must be a clear source that can serve as evidence.
