Is a check valve required at the outlet of the dry vacuum pump (which is connected to the flare system), and are flame arresters required at both the inlet and outlet?

I noticed that for the HG 20559 dry vacuum pump (used in exhaust flare systems), there is no requirement to install a check valve at the outlet, nor are fire arrestors required at the inlet or outlet. Then why does the design for this dry vacuum pump include a check valve at the outlet and fire arrestors at both the inlet and outlet?
Please check the design standards referenced by the design institute for this project; it’s hard to believe that there are still design institutes using such outdated standards for their work, as the agencies responsible for issuing those standards have already been restructured.
In actual production, if a power outage occurs and causes the pump to stop operating early, is it possible for gas to flow back? It’s possible that this might happen; there should be a double safeguard.
