Installation of flame arresters on chlorine pipelines

According to the standards, flame arrestors are required for combustible gas pipelines. Are flame arrestors necessary for chlorine gas pipelines as well?
You also said that flame arresters should be installed on gas pipelines; then is chlorine a combustible gas?
Chlorine is an oxidizing gas, and in theory it isn’t necessary to include it; however, in hydrogen chloride synthesis systems, flame arresters are generally installed. I’m not sure what the reasoning behind this is!
The hydrogen chloride synthesis system uses chlorine and hydrogen, with an excess of hydrogen. The flame arrester is used to prevent backflow, stopping hydrogen from flowing back into the chlorine pipeline; a one-way valve can also be used for this purpose
In hydrogen chloride synthesis systems, flame arresters are generally only required in areas such as the exhaust gases after hydrochloric acid is produced by absorption and the vent gases from the hydrochloric acid tanks; the main component in these exhaust gases is hydrogen.
