The Gansu Province Work Safety Committee issued the \"Five Systems for the Three-Year Action Plan for Special Rectification of Work Safety in Gansu Province,\" establishing five systems namely joint meeting mechanisms, statistical analysis, supervision and inspection, interviews and notifications, as well as assessment and evaluation. http://p6.itc.cn/images01/20201012/4d2b2d1933ea43929e47977817265300.jpeg The conference system is primarily responsible for guiding various departments at all levels in advancing the three-year action plan, reviewing the suggestions put forward by these departments, coordinating solutions to problems that arise during the implementation process, and organizing joint law enforcement efforts, special rectification actions, as well as inspections. The statistical analysis system specifies the working approach for the three-year initiative, which involves weekly progress checks, monthly statistics, and quarterly reports. Through regular statistical analysis of the progress toward phased tasks, as well as the creation of two lists – one for identified problems and risks and the other for relevant institutional measures – and by addressing key challenges, it is possible to keep track of developments in the work and adjust priorities accordingly. The supervision and inspection system specifies the key areas to be inspected at various levels, including the implementation of safety production responsibilities by Party committees, departments, and enterprises, the updating of the \"two lists\", the progress of tasks assigned by industry authorities, and the completion of related work. It defines different types of inspections, such as comprehensive inspections and specialized inspections, and outlines the methods for conducting these inspections as well as the procedures for addressing any issues or risks identified. The system for conducting interviews and issuing notifications specifies the entities and recipients involved, outlines ten situations in which such interviews and notifications are necessary, and establishes procedures and principles for carrying out these interviews. The assessment and evaluation system specifies the basic methods and work processes for annual assessments and overall evaluations of three-year initiatives, with particular emphasis on setting up long-term mechanisms within departments. These two systems together constitute the reward and punishment mechanism for the three-year special campaign on work safety improvement across the province. The introduction of these five systems further standardizes the various efforts related to the three-year campaign for improving work safety in Gansu, providing strong institutional support for the implementation of this campaign.
