From February 3 to 6, the overall design review for the second phase of Fujian Gulei Refining and Chemical Integration Project was held in Beijing. Relevant departments of Sinopec’s headquarters, Sinopec Engineering Construction Co., Ltd., Sinopec Ningbo Engineering Co., Ltd., Sinopec Guangzhou Engineering Co., Ltd., Sinopec Shanghai Engineering Co., Ltd., Sinopec Project Management Company, Fujian Electric Power Design Institute, Fujian Refining & Chemical Industry, and Fujian China-Arabia Refining & Chemical Industry were involved in the review. The second phase of the Guolai refining and chemical integration project is an important part of the new framework for comprehensive cooperation between China and Saudi Arabia in the energy sector. It involves the construction of over 30 refining and chemical units, with a capacity of 16 million tons per year for oil refining, 1.5 million tons per year for ethylene production, and 2 million tons per year for aromatic compounds. In addition, utility systems, external pipelines, dock facilities, and storage areas will also be built as part of this project. Project Overview: The second phase of the Fujian Gulei Petrochemical Integration Project is located in the “Petrochemical Integration and Supporting Projects Area” designated within the Gulei Petrochemical Complex in Zhangzhou, Fujian. The raw materials for this project include purchased crude oil, coal for gasification, and some chemical raw materials. The project fully embodies the concept of integrated design, with the processing flow arranged in accordance with the principles of producing large amounts of ethylene and aromatic products, not producing gasoline and diesel, and producing an appropriate amount of aviation fuel. Refining provides ethylene feedstock for chemical plants ; Coal-to-gas produces hydrogen and fuel gas for refining units; there are few other purchased raw materials required for this project, and the system has a high degree of integration. This project includes the construction of new refining and chemical processing units, storage and transportation facilities, auxiliary facilities, as well as off-site works. The refinery process units include: 1 new atmospheric and vacuum distillation unit with a capacity of 16 million tons per year, 1 LPG recovery unit with a capacity of 3.8 million tons per year, 1 comprehensive saturated light hydrocarbons recovery unit with a capacity of 1.8 million tons per year (including desulfurization facilities), 1 kerosene hydrogenation unit with a capacity of 1.5 million tons per year, 1 heavy oil hydrogenation unit with a capacity of 2.6 million tons per year, 1 delayed coking unit with a capacity of 3 million tons per year, 1 coker gas/naphtha refining unit with a capacity of 0.7 million tons per year, 1 diesel hydrotreating unit with a capacity of 4.2 million tons per year, 1 No. 1 wax oil hydrotreating unit with a capacity of 3.7 million tons per year, 1 No. 2 wax oil hydrotreating unit with a capacity of 2 million tons per year, and 3x20+7 million tons per year sulfur recovery units (including acidic water stripping and solvent regeneration), for a total of 11 units. The chemical processing units include: a newly built steam cracking unit with a capacity of 1.5 million tons per year, a pyrolysis gasoline hydrogenation unit with a capacity of 700,000 tons per year, a butadiene extraction unit with a capacity of 200,000 tons per year, an MTBE/butene-1 unit with a capacity of 180,000/70,000 tons per year, a hexene-1 unit with a capacity of 50,000 tons per year, an ethylene-vinyl acetate (EVA) unit (tubular type) with a capacity of 300,000 tons per year, a full-density polyethylene unit with a capacity of 400,000 tons per year, a high-density polyethylene unit with a capacity of 400,000 tons per year, a linear low-density polyethylene unit with a capacity of 400,000 tons per year, a vinyl acetate unit with a capacity of 300,000 tons per year, a butanone-octanol unit with a capacity of 600,000 tons per year, an acrylic acid/acrylate unit with a capacity of 160,000/190,000 tons per year, an SAP unit with a capacity of 50,000 tons per year, an acrylonitrile complex unit with a capacity of 200,000 tons per year, a coal-to-gas unit with a capacity of 600,000 standard cubic meters per hour, a synthetic ammonia unit with a capacity of 300,000 tons per year, Unit 1 – a catalytic reforming and extraction complex unit with a capacity of 3 million tons per year (including pre-hydrogenation, reforming, extraction, and PSA), Unit 2 – another catalytic reforming and extraction complex unit with a capacity of 3 million tons per year (including reforming and extraction), and an aromatics complex unit with a capacity of 2 million tons per year (including disproportionation (benzene/toluene distillation), adsorption separation, isomerization, and xylene distillation). In total, there are 19 such units.
