Definition of fine chemicals

What is fine chemical industry? Are there any standards or regulations that define it clearly?

It is mentioned in gb51283, but does a company qualify as a fine chemical enterprise just because some of the products it manufactures fall under the category of fine chemicals? If a company produces 10 products, one of which falls into a specific category (while the other 9 are not specialty products), and the production volume of that product is small, does this mean the company is a specialty chemicals manufacturer? Must, then, all devices use “precision standards”? It further requires enterprises to achieve “4 zeros”! It seems there might be a case of overcorrection. “It would be more appropriate to use “Precision Standards GB51283” for “equipment used in the production of fine chemicals”. Discussion
