Sequential issues with manual valves and shut-off valves

I would like to ask everyone: when the material enters the tank, does it pass through the manual valve first and then the shut-off valve, or the reverse order? Or does it not matter which order it is used in?
Usually, the manual valve is at the front and the cut-off valve is at the back.
For such issues, it is best to include a simple diagram showing the relevant pressure values and the condition of the equipment ahead of the feed tank. Talking about the picture makes it more intuitive. Material is usually cut manually to facilitate the maintenance and replacement of the cut-off valve; this is provided for reference.
When feeding materials, use the manual valve first, then the shut-off valve. Facilitates operations such as turning off the cut-off valve before turning it back on
