Are lubricant formulating companies considered hazardous chemical enterprises?

Dear teachers: Lubricants are not included in the list of hazardous chemicals because they do not have a molecular formula. However, it is classified as Category B in petrochemical regulations and belongs to flammable liquids. Are lubricant formulating companies considered hazardous chemical enterprises?
Some explanations state that lubricant manufacturers are ordinary chemical companies, not hazardous chemical enterprises. How are general chemical and hazardous chemicals enterprises classified?
Both the Building Code and the Petrochemical Code classify lubricants as Class C flammable liquids; the facilities used by lubricant formulating companies can be treated as Class C facilities
Since the raw materials and products used in production (including intermediate products) are not hazardous chemicals, nor is the manufacturing process a hazardous chemical process, it should not be considered a hazardous chemicals manufacturing enterprise
