The issue of minimum frequency is mentioned in various places in the general layout regulations for petrochemical plants (GB 50160), including different requirements for the upwind side and the downwind side with respect to this minimum frequency. What is the difference between the upwind side and the downwind side of the wind direction with the minimum frequency? The downwind side of the wind at the minimum frequency could also be the upwind side of other higher frequencies; based on what criteria are site selection requirements established to choose either the downwind or upwind side at the minimum frequency?
