Reference standards for the design of storage tanks in storage and transportation systems in fine chemical engineering design

It has been found recently that there seem to be no relevant specifications for the design of storage and transportation systems in the fine chemical industry. Should the specifications for such design also refer to the \"SHT-3007-2014 Specifications for the Design of Tank Areas in Petrochemical Storage and Transportation Systems\"?
These specifications apply to the design of storage tank areas for liquid materials (including raw materials, intermediate materials, finished products, and auxiliary production materials) in petrochemical and coal chemical enterprises, for new construction, renovation, and expansion projects. They are not applicable to the design of low-temperature and atmospheric-pressure storage tank areas for liquefied hydrocarbons and liquid ammonia, nor to natural gas liquefaction storage tank areas.
I’m not in the chemical industry, so I’m not sure whether fine chemicals can be classified under the petrochemical sector
