Recently, in order to implement the \"Several Opinions of the Central Committee and the State Council on Further Strengthening Urban Planning, Construction, and Management\" as well as the \"Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry\" (Guo Ban Fa [2017] No. 19), standardize the activities related to the general contracting of construction projects, improve the quality and efficiency of such projects, and enforce supervision over these activities. The Ministry of Housing and Urban-Rural Development and the **Development and Reform Commission have jointly issued the \"Administrative Measures for the General Contracting of Building Construction and Municipal Infrastructure Projects\", which came into effect on March 1, 2020. “The “Measures” are divided into 4 chapters, including General Provisions, Contracting Out and Contracting In, Project Implementation, and Supplementary Provisions, totaling 28 articles. To assist engineering construction, supervision and management departments across the country, as well as personnel from project owners, surveying, design, construction, supervision and other entities, in promptly learning about and mastering the latest policies regarding construction contract management and general project contracting ； Clarify common issues such as key points, difficulties, doubts, and focal points in project implementation ； Strengthen the management capabilities for EPC projects, effectively prevent risks, improve the EPC management system, and enhance the quality and efficiency of project construction.
