Imports and exports of refined oil loading and unloading stations

Question: Can the inlet and outlet for refined oil loading/unloading stations be shared? To avoid the need to have 2 gatekeepers.
According to GB50183 \"Code for Fire Protection Design of Oil and Gas Engineering\", 6.7.3.1: The entrances and exits of loading and unloading stations should preferably be located separately； When import and export share the same facility, a turnaround area should be provided within the station. Therefore, it is recommended to set up separate entrances and exits for the refined oil loading and unloading stations; if circumstances do not permit this, a turnaround area should be established within the station to separate the vehicles using the incoming and outgoing routes.
If it’s a matter of the security guard, consider placing the guard in the middle, with the entrance and exit on either side of him; this way, the entrance and exit are separated while also saving space for the security guard
