Dear experts, in chemical engineering design, when we talk about a building or structure not falling into a certain category, does that refer to Category V? Or does Category V not equal no category at all?

It doesn’t fall into any category. Some experts have arbitrary opinions; building codes provide clear definitions for fire hazards, and classification can be done according to those codes
