On January 4, the results of the bidding for Bid Section 1 of the high-tech services related to the seven process technologies for six units, including one unit capable of producing 1 million tons of ethylene per year, in the 1 million tons/year ethylene refining and chemical processing integrated project in the Yueyang area were announced; China Petrochemical Technology Development Co., Ltd. was identified as the winner of the bid. Scope of the tender: Process technology licensing and high-tech services for seven processes in six units, including an ethylene plant with a capacity of 1 million tons per year, a butadiene extraction unit, a pyrolysis gasoline hydrogenation unit, an aromatic extraction unit, an aromatic to benzene conversion unit, and an MTBE/butene-1 unit. The Yueyang ethylene project has a total investment of 35.68 billion yuan, making it the largest industrial project in Hunan to date in terms of investment amount. It consists of two components: an ethylene production facility with an annual capacity of 1 million tons, and upgrades to the refining facilities. The main construction components of the ethylene project include: the construction of a new ethylene plant with an annual capacity of 1 million tons, along with 14 other chemical processing units. Ten of these chemical processing units are to be built in the Changling New Area; they include the 1-million-ton-per-year ethylene plant, a 500,000-ton-per-year pyrolysis gasoline hydrogenation unit, a 300,000-ton-per-year aromatic extraction unit, a 300,000-ton-per-year aromatic to benzene conversion unit, a 150,000-ton-per-year butadiene extraction unit, a 20,000-ton-per-year styrene extraction unit, a 300,000-ton-per-year EVA plant, a 400,000-ton-per-year high-density polyethylene (HDPE) plant, a 400,000-ton-per-year linear low-density polyethylene (LLDPE) plant, and an MTBE/butene-1 plant with a capacity of 100,000/40,000 tons per year ； The remaining 4 units of the main project will be built in the existing Baling industrial area; these include a 150,000-ton/year C5 separation unit, a 300,000-ton/year propylene oxide (CHPPO) unit, a 220,000/130,000-ton/year phenol/ unit, and a 240,000-ton/year bisphenol A unit. These units will work in conjunction with Baling Petrochemical’s existing facilities for producing epoxy resins and synthetic rubber. Construct the necessary storage and transportation facilities, utility systems, and auxiliary installations. The main construction components of the refinery upgrading project include: the construction of a new hydrocracking complex with an annual capacity of 3 million tons, a sulfur recovery unit with an annual capacity of 60,000 tons, and a solvent deasphalting unit with an annual capacity of 1 million tons. Unit No. 2 for atmospheric and vacuum distillation will be upgraded to an annual capacity of 10 million tons, while one 3.5-million-ton-per-year refining unit each at the former Changling Refining and the former Baling Petrochemical plants will be shut down. On the morning of December 16, 2025, significant progress was made in the Hunan Petrochemical Ethylene Refining and Integration Project: the civil construction work for the 550,000 tons per year light hydrocarbon recovery unit officially commenced. This marks the full commencement of construction on the new units in the second batch approved under the refinery upgrading project. A key step has been taken toward the overall goal of operational completion by 2027.
