On July 16, the second phase of the Fujian Gulei Refining and Chemical Integration Project, with a total investment of 71.1 billion yuan (hereinafter referred to as the “Gulei Refining and Chemical Phase 2 Project”), was approved by the Fujian Provincial Development and Reform Commission. This marks the official commencement of construction of the largest industrial project in Fujian to date at the Gulei Petrochemical Base. The second phase of the Gulei Refining and Chemical Project plans to build over 30 refining and chemical units, including ones with a capacity of 16 million tons per year for oil refining, 1.5 million tons per year for ethylene production, and 2 million tons per year for aromatic compounds, in addition to supporting facilities such as utility systems and dock berths. For the refining section, new facilities will be built for vacuum distillation with a capacity of 16 million tons per year, light hydrocarbon recovery with a capacity of 3.8 million tons per year, jet fuel hydrogenation with a capacity of 1.5 million tons per year, two units for heavy oil hydrogenation each with a capacity of 2.6 million tons per year (including a solvent deasphalting unit with a capacity of 1.2 million tons per year), diesel hydrotreating with a capacity of 4 million tons per year, two units for wax oil hydrotreating each with a capacity of 3.2 million tons per year, two units for reforming each with a capacity of 3 million tons per year, an aromatic compounds production facility with a capacity of 2 million tons per year, carbon dioxide recovery facilities with a capacity of 600,000 tons per year, three units for sulfur recovery each with a capacity of 20 million tons plus 70,000 tons per unit, as well as desulfurization and related facilities. In the chemical processing sector, new facilities will be built for steam cracking with a capacity of 1.5 million tons per year, hydroprocessing of pyrolysis gasoline at 600,000 tons per year, aromatic extraction at 350,000 tons per year, butadiene production at 210,000 tons per year, vinyl acetate production at 300,000 tons per year, MTBE/butene-1 production at 200,000/60,000 tons per year, tubular EVA production at 300,000 tons per year, linear low-density polyethylene (LLDPE) production at 300,000 tons per year, full-density polyethylene (FDPE) production at 300,000 tons per year, high-density polyethylene (HDPE) production at 500,000 tons per year, acrylonitrile production at 400,000 tons per year, polypropylene production at 350,000 tons per year, C5 separation at 300,000 tons per year, and acrylic acid and esters production at 160,000/190,000 tons per year. Once completed, this project will provide sufficient, stable, and high-quality raw materials for the two industrial chains in the Gulei Petrochemical Complex – the \"olefins-plastics\" chain and the \"aromatics-polyesters\" chain – both of which have a value of hundreds of billions. This will help Gulei accelerate the development of an industrial base that can compete globally by leveraging resources and elements from both sides of the strait.
