There are problems with the overall layout design; could the experts responsible for review and approval have acted intentionally?

It was quite troublesome to build. If the experts request improvements, it depends on the specific circumstances of the entire plant. Generally, the overall layout is designed based on functional areas, with the office area located in zones with low risk and clean air (subject to wind direction requirements). In chemical enterprises, sewage tanks (stations) are generally located at the edge of the factory area where offices are situated, to facilitate external discharge, minimize the impact of odors, and address safety concerns (sewage tanks are usually designed as Category C structures, and oil separation may be required).

After several protests, the sewage treatment plant was upgraded with covers over the tanks and odor-gas recovery systems, which improved the situation.

Industrial and trade enterprises are not aware that VOC treatment in wastewater treatment for petrochemical enterprises (through the use of covers) has been in practice for a long time
