The Changqing ethane-to-ethylene project successfully passed the completion acceptance inspection by CNPC

On December 26, 2024, the completion acceptance meeting for Lanzhou Petrochemical Company’s Changqing ethane-to-ethylene project was held at the company. A completion acceptance committee composed of 13 experts led by Suo Haibing, a senior expert from CNPC, conducted the completion acceptance of the project. Shen Jianming, deputy general manager of Lanzhou Petrochemical Company, leaders of relevant departments, members of the leadership team of Yulin Company, as well as project managers from supervision agencies, general contractors, and major construction units – a total of over 70 people – attended the project completion acceptance meeting. 　　Shen Jianming delivered a speech. He pointed out that the Changqing ethane-to-ethylene project is a major strategic initiative for Lanzhou Petrochemical to achieve transformation and upgrading in its refining and chemical processing operations, as well as high-quality development. Throughout the project construction process, the goal of creating an \"advanced, green, intelligent, efficient\" and high-quality project was always upheld. Construction was carried out in strict compliance with relevant national laws, local regulations, and the requirements set by the group company. A matrix-based \"six-control\" and process management system was established, involving the company, the project management department, and all participating units, thereby ensuring that the project was built to high standards and could be put into operation successfully. In November 2024, the ethylene production unit and the entire plant of the Changqing Ethane to Ethylene Project lived up to expectations by being awarded the title of \"Oil Gold Quality Project\", while the 400,000 tons per year high-density polyethylene production facility of this project was recognized as a \"Oil High Quality Project\". He emphasized that the Changqing ethane-to-ethylene project is not only a production facility with low energy consumption and high efficiency, but also a modern intelligent factory. It will continue to leverage its advantages to make new and greater contributions to the high-quality development of the group company’s chemical industry as well as the chemical industry in northern Shaanxi 　　Experts from the completion acceptance committee watched videos of the project construction, listened to reports presented by Lanzhou Petrochemical Company, the general contractor of the project, and the supervision unit. They formed three acceptance teams – one for each of the aspects of construction, production, and safety and environmental protection – to conduct a thorough review of the completion acceptance report, and they also went to the production site for on-site inspections. The experts on the completion acceptance committee unanimously agreed that the Lanzhou Petrochemical Changqing Ethane to Ethylene project was well-managed, had a short construction period, effective investment control, high-quality workmanship, smooth commissioning, stable operation, superior technical and economic indicators, and rapid return on investment; they therefore approved the project for completion acceptance. 　　Suo Haibing, the chairman of the completion acceptance committee, presented the project completion acceptance certificate to the company and delivered a speech. He put forward requirements regarding the operation of the project. First, continuously optimize production operations and processes, and apply the outcomes of digital delivery to production management in order to achieve intelligent manufacturing. Second, further summarize the successful experiences and relevant lessons of the projects to continuously improve the management level of engineering construction projects. Third, great emphasis is placed on ensuring compliance in project development; efforts are made to promote and implement the management systems for the “1+ n” project construction initiatives of the group company and its subsidiaries, as well as to ensure their effective application. High-quality management is also provided for subsequent projects undertaken by Lanzhou Petrochemical. Fourth, through project construction, train and cultivate a group of technical backbones who understand engineering management. Fifth, it is necessary to focus on the construction of the million-ton ethylene project, plan and coordinate efforts in advance, organize work meticulously, manage it scientifically, start construction as soon as possible, bring it online at an early date, and realize its benefits. 　　Du Jiang, Secretary of the Party Committee and General Manager of Yulin Chemical Co., Ltd., spoke at the meeting. First, it is necessary to maintain an overall perspective and set high goals, focusing closely on objectives such as achieving \"eight models\" and having \"first-class indicators and exemplary management.\" It is important to promptly address the suggestions put forward by the completion acceptance committee, thereby continuously promoting refined management and efficient operation at the Yulin Ethylene plant. Second, we will persevere with the principles of \"high standards, strict requirements, meticulous attention to detail, and practical action\" to move forward steadily, carry forward the petroleum industry spirit, strictly adhere to safety and environmental protection standards, implement the requirements of \"four precision\" management, and maintain a continuous upward trend in the overall profitability of the facilities. Third, it is necessary to rely on digital and intelligent technologies as well as green and low-carbon practices, give priority to environmental protection, focus on creating green and low-carbon environments, enhance the use of digital solutions in various applications, actively apply for recognition as an excellent smart factory, and strive to achieve a maturity level of four in intelligent manufacturing by 2025. Fourth, it is necessary to adhere to integrity and innovation while making sustained efforts. By integrating the concepts of \"dual carbon goals and three innovations\" with the plans outlined in the 15th Five-Year Plan, efforts should be accelerated to develop plans for building zero-carbon factories. The goal is to become a company that meets secondary safety standards, thereby contributing to the transformation of the group company into a world-class, comprehensive international energy company with sustainable growth. It is also aimed at helping Lanzhou Petrochemical become a model enterprise for high-quality development in the Yellow River Basin, with Yulin Ethylene continuing to play its role in this process.
