Minimum horizontal distance between buried water supply lines and railways

I would like to ask the experts: What is the minimum horizontal distance required between buried water supply pipelines and railways? According to Article 7.4.6 of the GB50013-2018 \"Design Code for Outdoor Water Supply Pipelines\", the minimum horizontal clear distance shall comply with Table 4.1.9 of the GB50289 \"Code for Comprehensive Planning of Urban Engineering Pipelines\". Is the minimum distance between buried pipelines and railways measured from the centerline of the pipeline or from its outer wall?
It should be counted starting from the center of the pipeline, right?
It must be the outer wall of the pipe that’s closest to the railway. If it were the centerline, then assuming the pipe diameter is quite large, it would still be way too close to the railway
