China’s First Strategic Oil Reserve Facility Completed China Petrochemical News, September 29, 2006. China Petrochemical Corporation (Sinopec Group) has finished all the construction work on the strategic oil reserve facility in Zhenhai, Zhejiang Province. This is China’s first strategic oil reserve facility. According to reports, after nearly 3 years of construction, Sinopec Group completed all the construction tasks two months ahead of schedule, and held a project handover ceremony on September 20 ； The report did not specify the cost of the Zhenhai oil reserve facility, nor did it reveal when filling it with oil would begin. At the beginning of August, China’s National Development and Reform Commission stated on its website that the facility is expected to be ready for operation by October. **The National Development and Reform Commission is responsible for the management of the Zhenhai strategic oil reserve facilities. **The National Development and Reform Commission previously stated that the Zhenhai oil reserve facility is expected to cost 3.7 billion yuan (equivalent to $464 million), with a storage capacity of 5.2 million cubic meters.
