On August 21, an auction notice was issued for Bid Section 1 of the engineering design, procurement, and construction general contract for the expansion and renovation of the 1# atmospheric distillation unit with a capacity of 1.5 million tons per year in the refinery area of the Tahe Refining & Chemical Company’s integrated refining and chemical project, to convert it into a 3# vacuum distillation unit with a capacity of 5 million tons per year; as well as for the design of the central control room in the refinery area. Project Overview and Scope of Bidding: Construction location: The production site of Tahe Refining and Chemical Company, within the Chemical Industry Park of the Economic and Technological Development Zone in Kuqa City, Aksu Region, Xinjiang Uyghur Autonomous Region. Bid section division: 1 bid section. Planned duration: 912 days. Estimated contract value for this bid section: 750 million yuan (including taxes). Scope of the bidding for this section: The foundation engineering design, detailed engineering design, material procurement, construction, operation maintenance, and related technical services for the expansion and renovation of the 1# atmospheric distillation unit with a capacity of 1.5 million tons per year in the refinery area of the Tahe Refining and Chemical Company’s integrated refining and chemical project, including the following works: (1) Construction of a new 3# vacuum distillation unit with a capacity of 5 million tons per year (maximum design pressure of 4.0 MPa, maximum design temperature of 420°C) ； (2) Central control room project for the refinery complex ； (3) Temporary facilities (including utilities such as water, electricity, and steam, communication systems, roads, warehouses, offices, etc.). Contents and Scale of Construction: Expand the existing refining capacity at Tahe Refining and Chemical from 5 million tons per year to 8.5 million tons per year, and build new production facilities for 800,000 tons per year of ethylene and 800,000 tons per year of aromatics. In the old refinery area, it is planned to build a No. 3 vacuum distillation unit with a capacity of 5 million tons per year, a No. 3 delayed coking unit with a capacity of 2.2 million tons per year, a hydrocracking unit with a capacity of 2.4 million tons per year, a PSA unit with a capacity of 100,000 standard cubic meters per hour, a No. 4 sulfur recovery unit with 2 units each having a capacity of 60,000 tons per year, a No. 2 jet fuel hydrogenation unit with a capacity of 1 million tons per year, 2 fluidized bed residue hydrogenation units each with a capacity of 2 million tons per year, and a No. 1 hydrogen production unit with a capacity of 80,000 standard cubic meters per hour. In the new chemical plant area, it is planned to build an ethylene plant with a capacity of 800,000 tons per year, a pyrolysis gasoline hydrogenation plant with a capacity of 450,000 tons per year, a butadiene extraction plant with a capacity of 100,000 tons per year, MTBE/butene-1 plants with capacities of 100,000/30,000 tons per year respectively, Plant #1 polyethylene plant with a capacity of 400,000 tons per year, Plant #2 polyethylene plant with a capacity of 400,000 tons per year, a polypropylene plant with a capacity of 400,000 tons per year, an aromatic compounds complex plant with a capacity of 800,000 tons per year, and Plant #2 continuous reforming plant with a capacity of 1.5 million tons per year. As well as the utility systems, auxiliary facilities, storage and transportation facilities, environmental protection facilities, and off-site projects that are upgraded or newly constructed in conjunction with it. Annual operating hours: 8,400 hours for the refining unit, continuous reforming, and aromatics complex; 8,000 hours for the chemical processing unit. Constructor: Sinopec Tahe Refining & Chemical Co., Ltd. Estimated commissioning date: The refining and aromatics complex will be put into operation in June 2028, while the ethylene plant will begin operations in October 2029. Sinopec Tahe Refining & Chemical Co., Ltd. is located in Kuqa City, Aksu Region, Xinjiang. It is Sinopec’s only refining and chemical enterprise in Xinjiang, and was established through a joint investment by Sinopec Corporation and Kuqa Asset Management Co., Ltd. At present, Tahe Refining & Chemical Company operates 16 production units, including atmospheric and vacuum distillation, delayed coking, hydrogen production from natural gas, hydroprocessing of gasoline and diesel, continuous reforming and hydroisomerization, as well as hydroprocessing of aviation fuel. The processing capacity is 5 million tons per year at atmospheric pressure and 500,000 tons per year under reduced pressure. It processes high-sulfur Tahe heavy crude oil, and can produce products such as gasoline, diesel, petroleum asphalt, mixed xylene/reformed oil, liquefied petroleum gas, petroleum coke, and sulfur.
