Adhering to Chinese standards and using Chinese equipment for fluorine and chlor-alkali chemical plants in Abu Dhabi

Reported on September 30, the Abu Dhabi Fluorination and Chlor-alkali Chemicals Plant project is located in the Musafir ICAD-II industrial park in Abu Dhabi, UAE. It is one of the few representative fine chemical plants in the UAE. Since the project construction began in 2021, and in line with the factory’s development, it has continuously met its needs for expansion and upgrading by undertaking various key renovation tasks, thereby significantly contributing to the improvement of the factory’s production capacity and functional capabilities. To date, the factory has successfully built two sets of large-scale refrigerant production facilities, marking an important milestone in the development of the production capacity for the project’s core products. This advancement further enhances the integrity of the local chemical industry chain and contributes to new impetus for regional economic development. Rooted in the local area – 100% compliance with Chinese standards. For this fluorine and chlor-alkali chemical project, Chinese design standards were adopted in terms of chemical production processes during construction, and Chinese standards were also strictly followed for project construction and acceptance. The factory management system is based on the Chinese construction and production model, and it is optimized by incorporating local regulatory requirements. This approach not only meets local laws and park management regulations but also ensures high standards for construction, as well as effective control over project safety and quality, thereby facilitating the efficient progress of the entire project. During the construction of this project, Chinese standards were applied throughout the entire process on a comprehensive basis, as reflected in the following three aspects: At the technical standard level, Chinese design standards were used for the entire production process of chemical products, ensuring the scientific nature and advancement of the core technologies ； At the management standard level: the construction processes and quality inspection procedures strictly adhere to Chinese standards, laying a solid foundation for ensuring the safety and quality of the project ； At the level of operational standards: the factory management system is based on China’s established models for construction and production, while also taking into account local regulations and park management requirements, thereby achieving a harmonious balance between compliance and practicality. Through the comprehensive implementation of Chinese standards in these three dimensions, the project not only fully meets the regulatory requirements of the local area and the industrial park in terms of compliance, but also achieves simultaneous progress in safety, quality, and schedule, laying a solid foundation for the project’s success. Robust capabilities – 100% of the core equipment and key materials are manufactured in China. The core equipment for this project is designed and produced in China, and after completing all domestic tests, it is shipped to the site ； The special manufacturing processes and key materials required for the project also benefit from an integrated supply chain solution based in China. The complete supply chain system, from equipment to materials, is characterized by two key aspects: the full localization of core equipment – the core equipment used in fluorine and chlor-alkali chemical projects, including reactors, towers, heat exchangers, compressors, steam boilers, etc., is all developed and manufactured by domestic manufacturers. These devices undergo various tests such as pressure testing and airtightness checks in China, and once they pass these tests, they are shipped directly to the project site. This model not only ensures a high degree of compatibility between the equipment and the manufacturing process, but also significantly shortens the supply chain cycle, providing rapid response capabilities for subsequent operation and maintenance. Self-sufficient supply of special process materials: The high-standard specialty materials used in this project, such as duplex stainless steel and nickel-based corrosion- and heat-resistant alloys, are now available in domestic mass production, thereby breaking free from reliance on imported materials. These materials perform excellently in demanding conditions such as high corrosion resistance and high temperature tolerance, fully meeting the requirements of fluorination and chlor-alkali processes, thereby further enhancing the safety of domestic production and the resilience of the supply chain across the entire project lifecycle.
