In the process of process development, what does pilot testing mean, or what is its role? If the pilot plant never gets up and running, or if the target product cannot be produced continuously and stably, is it possible to scale up to an industrial plant?

I agree with your view; I have always believed that pilot testing is about minimizing industrial-scale facilities, rather than maximizing laboratory settings. Laboratories can operate intermittently, but industrial chemical plants require safety, quality, and output – continuity and stability are the most fundamental guarantees. But I had no experience with this before, so I asked someone who has been through it.
Previously, I was also in charge of the entire process for the first domestic process certification of another project. To be honest, it wasn’t an easy task at all – it took over half a year from preparing the necessary documents to obtaining the approval. But after it’s over and I look back, I realize that things involving multiple people, or those that can go in either direction, aren’t always as rigid as data would suggest; of course, it might be because the project I was in charge of before was relatively simple. Additionally, the focus of the initial process certification is reaction safety; once safety is ensured, obtaining approval is only a matter of time. For businesses, safety is indeed crucial, but profitability is also key to keeping them alive. What worries me is this current project: if the pilot test does not go well, it might still be scaled up to an industrial-scale facility in the end.
There are also many units that were put into operation without going through pilot testing, but they basically failed and had to stop operating – they couldn’t be made to function. Pilot testing is a basic requirement, and in some cases, large-scale testing is necessary before moving on to industrial facilities with production capacities of tens of thousands of tons.
