Height of safety valve outlet setting

GB-50160-2008 Code for Fire Protection Design of Petrochemical Enterprises (2018 edition) 5.5.11 The discharge outlet of the safety valve shall not face adjacent equipment or areas where people walk; it shall be at least 3 m above the tops of platforms or buildings within a radius of 8 m. But the safety valve is located on the platform container; may I ask whether its discharge height should be set at 8m or 3m?
8m is the horizontal range; it should be 3m higher than the highest platform or building within a radius of 8m
Platforms or building roofs within 8m above ground level, or more than 3m above the surface
