(III) It is difficult to determine the timeline for new projects; the timing of implementing new projects cannot be determined. It is difficult to coordinate new projects with existing ones, which can disrupt the original construction schedule and resource allocation. Reorganizing construction activities and reallocating resources requires a lot of communication and coordination, and it can also lead to various problems. External factors such as bad weather and force majeure can delay the start of construction, while market demands and the actions of competitors can also prompt project owners to adjust their plans, increasing the uncertainty regarding the timing.
