The newly issued standard T/HGJ 10602-2025, \"Regulations on Safety Design Management for Chemical Construction Projects Based on Risk Assessment\", was prepared in accordance with the requirements set out in the \"Notice on Issuing the First Batch of Association Group Standard Formulation and Revision Plans for 2024\" issued by the China Petroleum and Chemical Exploration and Design Association (China Petrochemical Exploration and Design Association [2024] No. 14). The standard was developed under the oversight of the association’s Safety Professional Committee, with Sinopec Shanghai Engineering Co., Ltd. together with relevant organizations forming a drafting team to complete its preparation. It is worth noting that this standard puts forward many constructive requirements regarding the design process of fine chemical projects, such as the key points for safety design inspections in such projects. Standard T/HGJ 10602-2025 \"Regulations on Safety Design Management for Chemical Construction Projects Based on Risk Assessment\" requires, in Article 5 of Section 5.3 regarding the design phase, that an explosion resistance assessment of buildings be carried out in accordance with the current industry standards SH/T3237 \"Technical Standards for Explosion Resistance Assessment of Petrochemical Buildings\" and SH/T3226 \"Standards for Quantitative Analysis of Risks in Petrochemical Processes\". This assessment is intended to identify the potential explosive hazards posed by explosions in the facility itself or in surrounding facilities or structures to target buildings (including those with large numbers of people inside and those of critical importance). The explosive loads are calculated, and the resistance required by buildings in the event of a vapor cloud explosion is analyzed and evaluated, in order to determine whether it is necessary to adjust the location of the buildings and/or to carry out explosion resistance design in accordance with the current standard GB/T50779 \"Standards for Explosion Resistance Design of Petrochemical Buildings\". Although this is currently a group standard, it was issued by the China Petroleum and Chemical Engineering Design Association; the organization that drafted this standard possesses considerable authority. This also signals that the scope of buildings subject to blast resistance assessment in industrial sites will be expanded further, and this issue needs to be taken into consideration during the design of future projects.
