Different scenarios: Can projects involving fine chemicals comply with the \"Fire Protection Standards for Fine Chemical Enterprises\"? 1. The product must meet the classification requirements for fine chemicals; it has to be one of the 21 types of fine chemical products specified in Article 2.0.1 of the \"Fire Protection Design Code for Fine Chemical Enterprises\" GB51283-2020. 2. The capacity of the storage tanks must meet the requirements specified in the Detailed Regulations. The total capacity of the storage tank area within the factory site must comply with the requirements set out in clause 1.0.2 of the standards: the total capacity of the liquefied hydrocarbon storage tanks in such an area shall not exceed 300 m³, with each individual tank having a capacity of no more than 100 m³; the total capacity of storage tanks for Class A B and Class B liquids shall not exceed 5000 m³, with each individual tank having a capacity of no more than 1000 m³; the total capacity of storage tanks for Class C liquids shall not exceed 25000 m³, with each individual tank having a capacity of no more than 5000 m³; and the total capacity of storage tanks for flammable gases shall not exceed 5000 m³, with each individual tank having a capacity of no more than 1000 m³. Both of the above conditions must be met simultaneously; if either one is not satisfied, this standard does not apply (as it reflects the characteristic of a small amount of hazardous materials stored). In such cases, the \"Code for Fire Protection Design of Petrochemical Enterprises\" GB50160-2008 (2018 edition) should be followed. 3. The products must meet the classification requirements for fine chemicals; they have to be one of the 21 types of fine chemical products specified in Article 2.0.1 of the \"Fire Protection Design Code for Fine Chemical Enterprises\" GB51283-2020.
II. Scenario 2 of the differences: For projects that fall within the scope of application of the \"Fire Protection Design Standards for Fine Chemical Enterprises,\" is it still necessary to comply with the \"Petroleum and Chemical Industry Regulations\"? How should the relationship between these two specifications be handled? Projects that fall under the category of “two key points and one major aspect” must meet the requirements set out in Document No. 76: they must comply with two sets of standards as well as the most stringent provisions among the standards listed in Document No. 76 ； For projects with explosion hazards, the fire separation distance from surrounding buildings and structures should meet at least the requirements of the \"Code for Fire Protection Design of Petrochemical Enterprises\" GB50160, with the stricter provisions of the two codes to be applied. At the same time, attention should be paid to the requirements of local standards; it is necessary to meet the specifications set by those local standards. If the petrochemical regulations cannot be followed, those involved should communicate with the regulatory authorities to confirm the appropriate course of action.
