Your nitrogen seal is controlled in stages; the pressure regulating valve at the inlet should open in case of an accident, and a vent valve equipped with a flame arrester should be installed as a second level of protection for the tank. That should be sufficient. The flow rate when the pump is operating is quite low; the maximum amount of nitrogen required for the seal should be determined in accordance with API 2000, taking into account heavy rainfall and temperature drops during summer as the main sources of air absorption. If the nitrogen supply to the entire plant is interrupted, then the plant itself will also have to stop operating. It should be possible to pass the HAZOP analysis. If the substances stored in the tank are toxic or highly flammable, and according to the results of the QRA analysis it is not permissible to connect the tank to the atmosphere, then a sealed pressure maintenance system should be used, which provides a much higher level of safety.
