Which position is responsible for following the operating procedures when designing?

As the title suggests, when carrying out design work, which position is responsible for following the operating procedures? Is there any prior information or something like that? Or training courses. In any case, I hope everyone can give some suggestions. I guess I’ll do this in the future. . .
Different companies have different requirements; some have their process technology department handle it, while others have the manufacturing department take care of it
The view from upstairs is correct; some tasks are done by the technical department, while others are done by the design department.
Operating procedures are not design documents; they are provided in the process package supplied by the technical provider, while the project owner prepares them on their own based on design drawings and other materials.
