Regulations regarding the flow rate of liquid ammonia

As far as I remember, the flow rate of liquid ammonia is generally specified to be less than 1.5 m/s. Recently, however, I discovered that our liquid ammonia filling pipeline is only 3'', yet the filling speed can reach 45 t/h, which is an incredible rate. Which expert could kindly teach me and answer my questions? I would be extremely grateful
The flow rate of liquid ammonia can be higher during loading and unloading, while that of the liquefied gas can be 3 meters per second.
What is the general control level? Are there any data available?
