The steam shut-off valve is a globe valve and is placed on the corridor at a height of over 9 meters, at the point where the main pipe emerges

The stop valve at nine meters that you’re referring to is on the main steam pipe branch in the common main corridor, right? This should still be reasonable! A further valve needs to be added before it enters your heat exchanger!
If frequent switching is required, a valve operation platform can be installed 9m below. Steam-using equipment is often kept in operation; valves are installed near such equipment, with a steam trap placed before the inlet valve.

The steam branch pipe extends from the top of the main pipe, and the isolation valve is placed on the horizontal pipe, as close to the main pipe as possible. I’ve never heard of stop valves being used as cut-off valves; they’re all gate valves. Depending on the pressure, consider whether to use a heated pipeline; otherwise, you’ll just have to deal with the on-site workers cursing you behind your back. This gate valve does not require a platform, and it is generally used very rarely. In other words, there’s no need to consider whether it can be operated during the design phase.
