It depends on the design temperature at the wall interface of the heat exchange tube; 800 degrees might be the temperature of the high-temperature medium. After heat exchange with the low-temperature medium, if the temperature of the tube wall remains below 450 degrees, carbon steel can certainly be used!
Take the steam generator used for hydrogen production as an example: the conversion outlet temperature is over 800 degrees, and the heat exchange tubes in such generators are made of 20g material, which is quite common

That’s not the case; the hot side is over 800 degrees, and the heat exchange tubes are in direct contact with temperatures of over 800 degrees. Heat exchange takes time – it requires a certain period for the temperature to drop.
