What is the function of the low-level tank in a heat transfer oil boiler?

Hello everyone. I have a question: in a heat transfer oil boiler, once the power is cut off and the oil level in the high-level tank rises, doesn’t most of the oil remain hot when it reaches the low-level tank, and thus not flow? Especially the oil inside the coil – the pump has no power, so how can we deal with this?
Why is the level in the high-level tank high when there is a power outage?
The high-level tank is used to receive the heat transfer oil that overflows from it, to provide a space to compensate for the reduction in volume of the oil due to lower system temperatures and thus prevent the pump from running dry. In the event of a power outage, it facilitates the emergency replacement of the heat transfer oil in the furnace, capturing the replaced hot heat transfer oil.
The high-level tank is generally used to absorb the thermal expansion of heat transfer oil in the heating system. The low-level tank is used for storing the heat transfer oil during system maintenance.
