At a temperature of 260°C and with a mass of around 10 tons, how can maximum recovery of waste heat be achieved while keeping the final temperature below 45°C? Currently, a combination of a waste heat boiler and a water cooler is being used; an more economical process solution is sought

This is a process gas, not steam, right? It seems normal to use a combination of waste heat boilers and water coolers; more information is needed, such as the amount of heat required on-site and its form. If steam isn’t necessary, it may not be economical to install a boiler just to produce steam that has no use elsewhere
The heat exchange medium is the process fluid, which exits at 260°C; it then needs to be reduced to below 45°C. There are no special requirements regarding heat at the site, and the steam generated is mainly used for heat tracing – it would be better if other uses could be found for it as well
The steam generated as a by-product of heat exchange can be used for waste heat power generation!
Energy of 10 MPaG is utilized via a hydraulic turbine; Then, the temperature of 260°C is achieved using a steam generator or a heat exchanger preheated by a series-connected medium ; Heat below 100°C can be used for preheating~~~~ Eat it all until not a single drop is left. :)
