Can the fire roads in a factory complex be blocked?

I’m seeking advice from experts. There is a chemical plant layout in which the circular fire road within the plant is interrupted by factory buildings; no other way seems to exist to resolve this issue. Therefore, I was wondering whether it would be possible to create two turnaround areas on that interrupted fire road, using them as dead-end fire roads The factory complex has two entrances and exits. Once the fire access road is blocked, access to the factory buildings on the front side is possible only through the front door, while access to the factory buildings at the back requires using the road outside the factory via the back door. I’m not sure whether such a change violates the regulations I’m looking for recommendations on fire road standards; so far I’ve only reviewed the requirements regarding fire roads in the building codes. The factory building has an area of less than 3,000 square meters and is classified as a Class A building; according to the construction regulations, it is not necessary to have a circular fire road. Also, there is only this one main road throughout the entire factory area. I need help – is such a change reasonable? Looking for fire road design codes or internal factory road design codes! There are too few fire exits, and it’s even more unreasonable that they are occupied

The plant site is a small-scale chemical plant, consisting of one factory building, one warehouse, and one raw material storage area. There is only one main road, two entrances and exits. The fire access road is dead-ended, and there is a 12*12 meter turnaround area. Now that part of the road is occupied, I’m thinking of building two parking lots; I’m not sure if that’s feasible.
